QUALIFICATIONS:Bachelor's Degree of higher in Business Administration of Education, Accounting or Finance.10 years experience in Accounting or School Finance.5 years successful experience in progressively increasing leadership roles. KNOWLEDGE, SKILLS AND ABILITIES:Knowledge of State Board of Education rules, state statutes, federal laws and GAAP as they relate to school finance, business processes, internal controls and reporting requirements.Ability to plan and manage a variety of functions.Effective written and oral communications including the ability to communicate effectively with Board, supervisors and the public.Knowledge of business processes, accounting controls, auditing, charter schools, capital improvement and investments. PERFORMANCE RESPONSIBILITIES:Analyze and monitor Florida Education Finance Program proposed and actual calculations and other state legislative revenue proposals. Direct and coordinate the development and review of the District's budgeting process. Responsible for the development and dissemination of the tentative and final School Board budget and submission of the applicable local and state budget documents required by law.Direct the preparation of financial surveys and questionnaires. Monitor and report the status of the District's revenue and expenditures. Prepare and maintain the School Board budget in compliance with federal, state, and District policy and laws governing budgeting, revenue, and expenditures.Design and conduct surveys and prepare proposals on financial and staffing requirements.Recommend target allocations based upon revenue projections and cost estimates. Direct the reallocation of resources based upon the District's goals and financial status. Approve all budget transfers, analyze budget requests, make recommendations and calculate allocations to schools based on weighted FTE. Respond to public inquiries relating to the budget. Responsible for establishing Internal Accounts procedures and forms in compliance with appropriate state and local rules or policies.Design, develop, and perform various statistical and research studies to monitor and control economic processes affecting the budget. Serve as the District liaison with the external auditors auditing the School Internal Accounts. Perform other duties as assigned by the Chief Financial Officer.
